Job Description:
Planned Parenthood is the nation’s leading provider and advocate

(PPFA) is a 501(c)(3) charitable organization that supports the
independently incorporated Planned Parenthood affiliates, which
operate non-profit health centers across the USA. PPFA also works
to educate the public on and advocate for issues of sexual and
reproductive health. Formed as the advocacy and political arm of
Planned Parenthood Federation of America, Planned Parenthood Action
Fund is a separate non-profit membership organization tax-exempt
under section 501(c)(4). The Action Fund engages in educational,
advocacy, and limited electoral activity, including grassroots
organizing, legislative advocacy, and voter education in
furtherance of the Planned Parenthood mission. Committed to
electing candidates who are steadfast in their support for sexual
and reproductive health and rights in furtherance of the Action
Fund’s mission, Planned Parenthood Votes (PPVotes), an independent
expenditure committee (SuperPAC) registered with the Federal
Election Commission, conducts independent expenditures in federal
races, and engages in state elections as permitted by state
campaign finance laws. PPFA and the Action Fund seek a dynamic and
effective Vice President, Organizing, Engagement & Campaigns.
Reporting to the Chief External Affairs Officer in the External
Affairs organizational unit, the Vice President of Organizing,
Engagement and Campaigns (OEC) is responsible for leading PPFA and
the Action Fund’s organizing and issue campaign strategy, engaging
the 12 million Planned Parenthood supporters and allies in PPFA &
Action Fund’s work, and guiding and supporting Planned Parenthood
local 501(c)(3) and 501(c)(4) organizations in their organizing,
issue campaigns, and supporter engagement work. The VP of OEC is
also responsible for leading the critical electoral work of Action
Fund and PPVotes. The VP of OEC should be a strategic and
innovative leader who understands the political landscape,
including the role of organizing and engagement to shift power, and
an experienced political and issue campaign strategist who has a
track record of running successful campaigns to defeat bad
legislation and win good policy and elections. The VP of OEC must
also have experience building and leading teams and working in
partnership with organizational leaders to make decisions and
execute work. The VP will also serve as a member of the External
Affairs Senior Leadership Team, will be a leading thought partner
within the External Affairs Unit, and will also work closely across
divisions to advance the Planned Parenthood mission to protect,
defend and expand access to health care and rights nationwide.
Purpose: • Lead the organizational strategy, theory of change,
innovation and execution for PPFA and the Action Fund’s 360
campaigns, national organizing, ballot initiatives, and state
legislative campaigns, and for the Action Fund and Votes, the
efforts on candidate elections, so that reproductive freedom in a
post Roe world is preserved and expanded where possible. • Serve as
leader, budget manager, and spokesperson for PPVotes, ensuring
federal and state electoral goals are communicated publicly and
reached. • Lead a team of Action Fund and PPVotes’ national,
constituency, and digital organizers, and a national campaigns team
with electoral strategists. • Implement coherent strategic PPFA and
Action Fund advocacy campaigns at the local, state and federal
level by integrating diverse specializations like organizing, data,
governmental relations and, for Action Fund and PPVotes campaigns,
electoral teams across the External Affairs Unit. • Drive
development strategies and hold key relationships with donors and
allied organizations to raise new resources for PPFA, Action Fund,
and PPVotes programs. • Provide nationally recognized expertise in
reproductive health ballot measures, offer technical strategy and
state constitutional amendment development, passage, defense and
implementation for PPFA and the Action Fund. Engagement: • Position
the Action Fund, PPVotes, and local Planned Parenthood advocacy and
political organizations among movement and organizing partners
maintaining existing and securing new coalition partnerships
essential to winning reproductive freedom in states and nationally.
This includes expanding and solidifying national partners and
funders in support of programs along with managing risk related to
national exposure, coalition dynamics, and legal compliance. •
Model organizational thought leadership and serve as a recognized
subject matter expert externally and internally regarding
organizing, federal and national campaigns and sexual and
reproductive healthcare policy, attracting support and leveraging
resources from the full organization when needed. • Work within the
Advocacy Management Team to inspire, set goals, and nurture
collaboration across teams, including resolving conflicts and
optimizing team abilities. • Work across the Executive Leadership
Team (ELT), the Office of the President (OOP), and the External
Affairs Office to define PPFA and Action Fund advocacy and issue
campaign goals and run Action Fund and PPVotes’ electoral and issue
campaigns with ELT input. • Advocate for the External Affairs
Senior Leadership Team, OOP, and the Action Fund Board of Directors
to adapt the national strategic plan for building political power
through all electoral, organizing and national campaign
opportunities and organize opportunities to advance Action Fund
policy positions, activities and accomplishments among DC political
leadership. • Motivate, resolve conflicts and leverage the
individual and team capacities of the verticals within the OEC
department to drive organizing efforts for PPFA, the Action Fund,
and PPVotes nationally, in states, and across demographic groups. •
Maintain federation-wide commitment to building organizing power
for PPFA and the Action Fund and electoral power for the Action
Fund in support of sexual and reproductive health access and
equity, and evolve the federations campaign approach to adapt to
the post-Roe landscape. • Provide subject matter mastery and
thought leadership across the progressive movement to ensure
abortion access, including leveraging direct democracy,
intersectional campaigns, and defense of democratic institutions
that preserve the ability of Planned Parenthood institutions to
provide care. Extend organizational reach into mission aligned
opportunities. • Serve as authoritative thought leader towards
reimagining the right to abortion access at the national level,
through federal action, the courts, and the Constitution. •
Contribute to the sustainability and longevity of local 501(c)(4)
organizations (Local c4), including working with Local c4 CEOs to
ensure prioritization of and funding for their work as well as
increased CEO understanding of the role Local c4s will play in the
effort to secure federal protections on behalf of their related
affiliates. Delivery: • Set strategic goals and leads the execution
of PPFA & the Action Fund’s ongoing organizing efforts, ballot
measure work, 360 national advocacy campaigns, including SCOTUS and
lower court nomination campaigns, cross-movement issue campaigns
and rapid response campaigns, and the Action Fund and PPVotes’
electoral work, including federal, congressional, and Presidential
campaigns that harness the full national office and Federation
potential. • Define and effectively manage PPFA and Action Fund
programs to achieve national/federal policy power considering
environmental and political opportunities and threats so that there
are clear campaign goals/outcomes. This is done by ensuring
relationships with local Planned Parenthood organizations are
durable, based on a shared strategic framework for each campaign,
and hold a long term view for power-building for each campaign. •
Extend and increase capacity of state political and advocacy
infrastructure through national office delivery of technical
assistance related to accreditation, compliance, coaching, and
grant-making to local Planned Parenthood organizations. • Identify
new opportunities for support from donors and collaborate with the
Development department to raise resources for PPFA, the Action
Fund, and PPVotes programs and activities with a particular focus
on maximizing PPFA & the Action Fund’s ballot measure strategy and
capacity. • Serve as a public face for Action Fund advocacy
campaign work and PPVotes’ electoral work, and frequently speak at
Action Fund and PPVotes fundraisers, donor meetings, campaign
events, and other public forums. • Serve as media spokesperson for
PPFA, Action Fund, and PPVotes as needed. • Oversee and manage the
team’s stewardship of resources including budget creation in
compliance with electoral and tax law, and adhere to practices and
procedures set forth by the Federation to manage the financial
solvency of the institutions. • Work with the General Counsel and
the Chief Financial Officer to navigate difficult legal and
financial challenges, and ensure training for and compliance of all
staff members on appropriate legal and financial compliance
procedures. • Lead ambitious organizing work to grow the Planned
Parenthood supporter base and volunteer leadership in key
constituency groups, including building out robust digital
organizing programs. • Develop skills of local Planned Parenthood
public affairs and organizing staff and volunteer leadership,
including growing and implementing a training curriculum around a
shared organizing model and executing regular trainings. • Assist
local Planned Parenthood public affairs and organizing staff with
long term strategic planning and organizational development. •
Serve as key leader in developing and implementing federal issue
campaign strategy and on-the-ground "360" campaigns to move federal
decision-makers. • Perform other duties as assigned. Knowledge,
Skills and Abilities (KSAs): • Demonstrated track record of setting
clear priorities and success in driving a strong, results-oriented
progressive agenda that ties back to PPFA and the Action Fund’s
long-term goals and strategies is required. • Extensive experience
with innovative, fast-paced, data-driven campaigns and organizing
is required. • At least 10 years of experience managing people and
large teams is required. • Ability to motivate staff, teammates and
colleagues. • Commitment and track record of advancing racial
equity and a fluency of racial equity and ability to promote it
through the work. • Excellent communication and interpersonal
skills. • Strong commitment to and understanding of diversity,
equity, and inclusion and the intersection with health and social
justice. • Experience successfully managing multi-million dollar
budgets and a proven track record of financial stewardship •
Ability to identify opportunities for innovation and
experimentation in electoral, federal legislative, and organizing
campaigns. • A proven track record of building strong relationships
with multiple stakeholders based on effective interpersonal skills.
• Collaborative work style and experience working in a federated
structure. • Exceptional attention to detail and ability to learn
and execute quickly. • Available during off-hours for rapid
response and crisis communications. Travel: 25-50% domestic
$210,000 - $230,000 a year Total offer package to include generous
vacation sick leave paid holidays, individual/family-provided
